Feb 11, 2003 called meeting of the Faculty Senate met in M100 Auditorium, at noon. Professor Tom Currin, Moderator of the Faculty presided.

1. Welcome

1.1 Moderator started the meeting at 12:00

1.2 Moderator reported that President Rossbacher reviewed and approved the Statutes as passed by the faculty and forwarded the document to the Board of Regents for legal review and approval. The President thanks the senators and faculty for their efforts.

1.3 Moderator discussed order of agenda, specifically why the post tenure review P&P was listed first: reason was that most faculty will be affected by this P&P: approximately 30% because of the five year cycle.

1.4 VPAA expressed concern that the promotion P&P was the most important since next years candidates will be notified this semester of their eligibility and the requirements. And new P&Ps have to first be approved by the BOR which only meets monthly.

1.5 Motion was made and seconded that the Promotion P&P be discussed first.

2. Proposed P&P 803.08 Faculty Promotion, dated February 2002 (includes consideration of new policy for librarians)

2.1 Motion made, seconded, and passed: replace word "tenure" to "promotion" in section 1, page 2.

2.2 Motion made, seconded, and passed: add word "Not" to section 1, page 2. "The year of submission and review is NOT counted as a year of service." Reference: letter from President Rossbacher to Dr. Pfeiffer, titled "Policy on tenure eligibility", dated 29-Jan-2003, was cited. Especially noted was that AAUP guidelines that are reflected in this change.

2.3 Motion made, seconded, and passed: remove word "normally" from section 1, page 2, reference leaves-of-absence. "Time spent on leaves-of-absence interrupts one's service and will not be counted for credit toward promotion."

2.4 Motion made, seconded, and passed: change word "regular" to "tenure-track" in section 1, page 2. "A year of service toward promotion is considered to be a tenure track full-time appointment for an academic year. The year of submission and review is not counted as a year of service."

2.5 General comments:

2.5.1 It was noted that the word "program" is used throughout the document, and should be changed to "department".

2.5.2 It was noted that the Procedure for Review (pages 7ff) indicate that the department peer committee, school peer committee, school dean, and the campus peer committee all vote on the candidate and provide letters, only the VPAA and President actually decide on accepting or rejecting the request for promotion. That is, even with negative votes, the packages are moved forward to the next review group.

 

3. Admission Criteria Change Request: Dr. Koger

3.1 Ref. letter from Ron Koger to Dr. Thomas Curring, moderator, faculty senate, titled "Admission Criteria", dated Feb. 3, 2003.

3.2 Moderator noted Dr. Koger's request: "Request Faculty approve an increase in admission standards to a high school GPA of 2.50 for Freshman, effective Fall 2004."

4. Adjournment/Postponement

4.1 Meeting will continue on Feb. 18, 2003 at noon in M100. Promotion P&P discussion will continue.

4.2 Moderator requests all interested parties to forward marked up suggestions to him by Friday, Feb. 14, so he can consolidate these suggestions.
