April 1, 2003
On April 1, 2003, the SPSU Faculty Senate met in M100 Auditorium, at noon. Professor Tom Currin, Moderator of the Faculty presided.

1. Moderator Comments
1.1 Moderator started the meeting at 12:00
1.2 Salary Committee information: Ref. 3-26-03 email from VPAA, reference MGT salary study data Moderator 1.2.1 has appointed a Salary Committee to study and make recommendations. Steve Edwards will chair the committee. The rest of the members are: Professors Rutherford, Beadles, Carpenter, Hallstead-Nussloch, Frinzi, Morrow, and Pearce.
1.2.2 Because librarians are sufficiently unique, the library staff needs to set up a similar committee to develop their own recommendations.
1.3 End-of-Year Survey: Moderator requests suggestions by the end of the week. There appears to be no major issues unlike last year and the re-organization.
1.4 Other: Originating and Revising P&Ps. Dr. Rossbacher sent Moderator Currin a letter recommending changes in order to avoid the problems with the Faculty Activities P&P. In summary, new documents should be reviewed approved by both the faculty and the senior leadership, before being submitted to the President.
2.0 Report of the Elections Committee
2.1 Committee is researching the current memberships, especially the lengths of service, in order to determine the number of vacancies. And types of vacancies are being checked: at-large, school, or department.
2.2 Senate suggests that because of last year's transition, some members continue for three years, to ensure that committees do not have entirely new memberships. I.E. it is suggested that only half of committee memberships be changed.
2.3 The above committee membership and nominated candidate information should be distributed a week before the next faculty meeting. (April 24)
3.0 Report of the Academic Plan Committee (Rich Cole, Leigh Hall, and Steve Edwards)
3.1 Committee noted a number of suggestions, and additional suggestions came from the floor.
3.2 Committee will provide and updated draft as soon as possible.
3.3. Senators were urged to get feedback from their departments as soon as possible, and forward the suggestions to the committee.
4.0 Continuation of the Promotion P&P Discussion
4.1 Mark Stevens and Leigh Hall distributed a recommendation on the flow of the evaluation process. Time ran out before any major discussion could start.
4.2 One recommendation was stated for discussion purposes: if a candidate receives two non-affirmative recommendations, the package stops at that point, and the candidate is denied promotion. For example, if the department peer committee and school peer committees vote no, the candidate's is denied promotion, and the package does not proceed to either the Dean nor VPAA.
5.0 Other business
5.1 Ref: Proposal from Architecture recommending a partial grade policy: e.g. C-, C, C+, etc.
5.1.1 Motion made, seconded, and NOT APPROVED (6-Y, 8-N): The Senate requests that the administration pursue the implementation of plus/minus grading system as recommended by the faculty of the Architecture Department.
