On Oct. 21, 2003, the SPSU Faculty Senate met in M100, Auditorium, at noon. Prof. Tom Currin, Moderator of the Faculty presided, R. Dreyer, secretary.

1.      Welcoming, opening remarks-Moderator
1.1     Comments:       The Moderator asked senators to urge their faculty to get involved with the budget process.  The scheduled budget open-meetings and the related web site are opportunities for improving the communications on campus.
 
2.      Continuation of Discussion of Report by P&T philosophy committee-L. Dollar and associates
Discussion continued, led by Lester Dollar.  Following is a summary of the discussions major points.

2.1     Refer to report “SENATE COMMITTEE ON PROMOTION AND TENURE” presented by L. Dollar’s subcommittee, the following motions and actions were made on Sep 2.
2.1.1. Motion, Seconded and Passed: (Unanimous) 
        Campus/University Peer Review Committee is removed and combined with    School Peer Review Committee...
2.1.2     Motion, Seconded and Passed: (1 Nay)  
        The year of review should NOT be counted toward "Years of Service"
2.1.3. Motion, Seconded and Passed: (1 Nay)     
        P&Ps should specify a "pass" vote = simple majority
2.1.4. Motion - tabled  
        For tenure, Graduate Faculty must only meet Academic Achievement        requirements (Along with Teaching Achievement)..< Need to wait for      definition of workload from BOR >
2.1.5. Motion, Seconded and Passed: Unanimous   
        Tenure requires last three years or more of Student Reviews be  summarized and presented.
2.1.6. Motion, Seconded and Passed: (1 Nay)     
        (Re: tenure does not specify what constitutes a "reject") Add "less     (fewer) than two vote" rule to Tenure.

2.2     Refer to report “SENATE COMMITTEE ON PROMOTION AND TENURE” presented by L. Dollar’s subcommittee, the following motions and actions were made on Sep 16.
2.2.1. Motion made, seconded, passed (1-nay)
        There should be a review by the Department Chair, making the total      levels of review four, ....
2.2.2. Motion made, seconded, amended, and passed (1 nay)
        With respect to the school peer committee, only faculty who are in a    comparable (or higher) rank should evaluate colleagues for changes in   status.
2.2.3     Motion made, seconded, passed (1-nay)
        Department committee is to be made up of full-time tenure-track         faculty, elected by all full-time       tenure-track faculty.
2.2.4. Motion made, seconded, FAILED (5-Aye, 9-nay)
        Members of the School Peer Committees should participate (vote) only    once in a specific case.

2.3     Refer to report “SENATE COMMITTEE ON PROMOTION AND TENURE-straw vote”  presented by L. Dollar’s subcommittee, the following motions and actions were made on Oct 7, 2003.
2.3.1. Motion made, seconded, passed
        There should be a separate set of P&Ps for Librarians.
2.3.2. Motion made, seconded, amended, and passed
        Reassigned time for research should "count" toward promotion and
        tenure.
2.3.3  Motion made, seconded, but question was NEVER called.
        Years of service for promotion and tenure that include purely   administrative years... - should be clarified.
2.3.4.  Motion made, seconded, passed (1 Nay)
        The P&P's should address the issue of service in rank prior to hiring   at SPSU (promotion only).
2.3.5.  Motion made, seconded, passed
        "Service" by the faculty can include community service.
                
2.4     Refer to report “SENATE COMMITTEE ON PROMOTION AND TENURE-straw vote”  presented by L. Dollar’s subcommittee, the following motions and actions were made on Oct 21, 2003.
2.4.1. Motion made, seconded, passed
        Service in rank at other institutions prior to SPSU should be treated   as "exceptional circumstances" in promotion P&Ps.
2.4.2. Motion made, seconded, passed
        The “grandfather clause” should be explicitly stated in the P&P’s,      and, when it applies, it should be noted or referenced for clarity.
2.4.3. Motion made, seconded, NO aye votes recorded
        Current distinctions between undergraduate and graduate faculty         workload should be more uniform.
2.4.4. Motion made, seconded, FAILED
        It should take a total of three “no” votes, (at three of the four       levels of review), to stop a tenure or promotion case.(“Two no’s        allows the possibility of a “faculty vs administration” situation       arising.)
        
3.0     Other business
3.1      Moderator asked Senator's to consider what other concerns the Senate   should address while waiting on
        draft P&Ps from the senior administration.
3.2  Moderator expects several draft P&Ps to presented to the Senate in the     near future, that are currently being reviewed by the senior    administrators.
3.3 VPAA also urged the faculty to comment on the budget.  Next Tuesday the     senior administrators will review comments submitted by the faculty.
